UPDF starts construction on Mukakati-Semuliki road inside DRC

Ituri – The Uganda People’s Defense Forces (UPDF) has started construction works on the most strategic feeder roads into the Democratic Republic of Congo (DRC) that runs through to Ituri Province from Bundibugyo.

Mukakati – Semuliki road is strategic both in commercial and security spheres given its reach into the heart of Eastern DRC and Uganda.

The road has a 14km stretch that has been impassable bogging down UPDF offensive against Allied Democratic Forces (ADF) rebels early this month.

The road is also the main supply route for the army fighting against the ADF rebels, while it will also provide a short alternative for trade into the vast Central African Country from Uganda.

The Stretch runs from the Uganda – DR Congo boarder near Bundibugyo, crossing through to Mukakati, where the UPDF apparently has its forward operational base. It goes over the Semuliki bridge inside Congo, snaking to parts of Ituri Province from Lesse.

The UPDF engineering team, combined with the FARDC (DRC Armed Forces) engineers have embarked on the work that will likely last three weeks before partial opening in pursuance of the rebel remnants inside Congo.

Earth moving trucks have been deployed in a relationship that has seen two neighboring forces in a single operation to pacify the region that has been dreaded for decades now.

According to FARDC Operations Commander, Col Gbiagolo Antoine, the operation depicts a brotherly relationship enjoyed by the two forces, adding that construction of the road would constrain the offensives done by the rebels.

“We have invited media to first of all inform the world that we are committed to jointly fight our common enemy ADF and other anti-peace elements. This road construction depicts the true brotherhood between FARDC and Uganda forces,” he said.

UPDF 3rd Brigade Commander, Col James Kasule affirms that the army entered Congo to support FARDC flash out the rebels who are not only killing people and destabilizing DRC, but also Uganda.

“In support of our brothers, UPDF is happy and willing to jointly eradicate ADF hiding in these thick Ituri forests. We want to make sure the two countries are peaceful so that such infrastructural development can be realized. We want to warn ADF that you either surrender or prepare for your demise. We are going to hunt you down to the last man,” warned Col Kasule.

The army started the offensive almost a week ago inside Congo against the ADF rebels, before they got stuck at Mukakati, halting the offensive, due to bad roads.

The army has since embarked on civil military engagements with the communities in the area, informing them about the objectives of the attack and their presence in the area.

UPDF has also conducted medical outreach programs to treat sick Congolese, and open water points for the communities and now the road rehabilitation.

Mbarara awards 17 contracts worth Shs.1billion, as local contractors are warned of shoddy work

MBARARA – Mbarara district leaders led by their LCV Chairman Didas Tabaro have awarded 17 construction contracts to local companies worth Shs.1,148,476, 966.

Some of the companies that were awarded contracts include; Kamugira Seth Investments Ltd, Frambo General Services Ltd, Muhwezi Abert Construction Ltd and Extech Technical Services to mention but a few.

The contracts awarded came at a time when President Museveni had directed the Health and Education ministry to use the Army Construction Brigade to undertake all government development projects.

In his July 1, 2021 letter addressed to the Minister of Education and Sports, Janet Museveni and Minister of Health, Jane Ruth Aceng; Museveni noted with concern that many government projects have stalled due to the lengthy procurement processes and other challenges like corruption by some unscrupulous government workers thus ordering the army brigade to take over the projects.

While commissioning the contracts at Mbarara district council hall, the district LC V Chairman noted that, local projects had been delayed because of the presidential directive allowing the army brigade to take over.

“The delay was because of the presidential directive that was affecting the commissioning of contracts from the Education and Health ministry where the army was supposed to take over. But midway, the President communicated that the contracts which are funded locally can always be advertised and awarded to local contractors,” Tabaro emphasized.

“Good enough the president’s communication came when we had passed through the procurement processes and we are among the first districts to award the contracts,” says Tabaro.

Tabaro warned contractors to be mindful of the quality work to avoid risks of being blacklisted in future.

“I call upon the service providers to make sure that they do quality work; failure to do so may lead to termination of the contract,” he said.

He also encouraged the contractors to consider employing locals in the communities whenever undertaking their contracts.

“For proper coordination and cooperation, they should always employ locals that were born within the area where the contract is being undertaken. At least, 80% of casual laborers should come from the community and whoever fails to comply may not be able to get another contract in the subsequent arrangements,” Tabaro warned.

Kasaga Edward, the Chief Administrative Officer (CAO) of Mbarara confirmed that the commissioned projects will benefit primary schools and health centres in the district in the financial year 2021/2022.

“We agreed that all projects of Mbarara district would commence by 1st December, 2021. We are constructing two classroom blocks and one staff quarter in each primary school in 11 schools,” Edward explained.

He also noted that, it’s the President who had delayed the projects to commence.

“We had delayed a little bit, simply because we had a circular from the president who wanted to know which projects are being constructed and those to be constructed by the military brigade,” Edward said.

The 17 projects in Mbarara will cost the government a total of Shs 114billion out of a Shs 1.4 trillion loan fund from the World Bank meant to construct a public primary school and health center IIIs in each sub-county countrywide.

According to the CAO, the said projects will be constructed in 11 primary schools and in a health centre III from the six sub-counties of Rubindi, Bubaare, Bukiro, Kashare, Kagongi and Rubaya.

Some of the projects include; a two-classroom block at Rukanja primary school in Rubindi sub-county, Out Patient Department (OPD) building, five stance VIP latrines and a placenta pit at Kashare HC III in Kashare sub-county, a 3-unit staff house at Kitengure Primary School in Bukiiro sub county among others.

Gulu Regional Referral Hospital gets new maternity ward

GULU – The Japanese government through Japan International Corporation Agency (JICA) have handed over the new building for a maternity ward at Gulu Regional Referral Hospital to the Ministry of Health.

The multibillion facility constructed by Excel Engineering Construction Company was at the cost of Shs37 billion.

The maternity ward has a capacity of 80 beds, three minor theatres, 6 sub units for delivery, 5 intensive care beds, casualty ward or emergency unit and 5 incubator beds for premature babies.

Tchiyama Takayuk the Japanese country representative said, the support is meant to improve patient’s safety which will cover all the regional referral hospitals in the country.

The Minister of Health, Dr Ruth Acheng who received the building appreciated the Japanese for investing in the health sector.

She however cautioned the hospital authorities and the medics in the facility for levying cost on patients for accessing the services.

Her counterpart, the Permanent Secretary (PS) in the Ministry of Health, Dr Diana Atwine urged the hospital management to maintain the equipment and the facility from vandalism and damage.

She revealed that Shs 32 billion was used for the construction, while 5 billion went on purchase and installation of equipment.

The Hospital Director, Dr James Elima asked the Ministry to train more human resources to handle the equipment.

Dr Florence Oyella, the in-charge of the gynecology’s ward noted that the facility will help to address the challenges expectant mothers face.

She explained that the hospital continues to register more cases of premature babies who require intensive care that was difficult to provide due to limited facilities.

Farmers reject OWC Cassava inputs over poor quality

KIKUUBE – Farmers in Buhimba town council and sub-county in Kikuube district have rejected cassava inputs which were supplied to them by Operation Wealth Creation (OWC).

The farmers in Buhimba town council rejected more than 55 sacks of cassava stems while those of Buhimba sub-county rejected 50 which were delivered three weeks ago at Buhimba community hall. They rejected the input on grounds that they were of poor quality and the inputs are currently drying up at the hall.

Musa Mugisa, the Mayor of Buhimba town council said, apart from the inputs being of poor quality, they were supplied late when the planting season was nearing the end hence there were fears they could not germinate.

The farmers supported by the Mayor demanded that the supplier takes back the poor-quality cassava inputs to avoid wastage of tax payers’ money.

They blamed the continued mess in the implementation of OWC program on lack of involvement of local leaders, district technical department and the beneficiaries in the selection of suppliers for the inputs.

Mugisa says, the cassava inputs were meant to be given to the farmers who were hit by the hailstorm in Kikuube district in May this year but shockingly they were supplied recently as the season was ending.

James Murungi, a farmer, said that late delivery of the cassava inputs has been one of the major challenges affecting the success of OWC.

He noted that even maize, coffee and beans are always supplied late and the farmers end up not benefiting from the program. He further demanded that OWC officials change their mode of operations.

Captain Benjamin Mugonzagane, the Coordinator OWC Kikuube and Kikuube district Production Officer, Barnabus Ntume defended themselves saying, they are not in-charge of procurement of the inputs.

They explained that procurement is done by NAADS secretariat adding that the role of the district and OWC is to receive and supply the inputs.

Mugonzagane noted that they cannot determine the quality of the inputs and time for supply because they do not get involved in the procurement process.

“The District production department receives the inputs from the NAADS secretariat, then the district hands over the inputs to OWC to deliver to the farmers,” said Mugonzagane.

Ntume said, Kikuube district received 1,220 sacks of cassava inputs adding that only Buhimba town council rejected the stems.

He blamed the leaders and the farmers for failing to communicate in time that they were interested in the inputs, noting that farmers in other sub-counties received and planted the cassava stems while others missed.

“We would have given these cassava inputs to those who missed, if you had informed us in time before these inputs dried up,” said Ntume.

The Kikuube Resident District Commissioner, Amlan Tumusiime who was invited to witness the rejected inputs condemned Brice Ajuna, the supplier for supplying poor quality agricultural inputs.

Tumusiime vowed to make sure that the supplier refunds the money that was paid to him by the government or else be arrested.

He described the supplier’s act as corruption, noting that such people are the ones failing the government program initiated to help citizens in fighting against poverty.

He also proposed that OWC should be given full responsibility for carrying out procurement to improve on the program.

UPDF launches air, artillery strikes on ADF camps in DRC

KAMPALA – The Uganda People’s Defense Forces (UPDF) has launched air and artillery strikes on Allied Democratic Forces (ADF) rebel positions inside the Democratic Republic of Congo (DRC).

The rebel group blamed for the Kampala twin bombings a fortnight ago, has also claimed responsibility for the attacks on the UN peace keepers under MUNUSCO inside the vast Central African Republic.

The two bomb blasts in the heart of the Capital, Kampala claimed at least seven lives, majority of whom were Police Officers and more than 30 were severely injured.

Several other bombs were since deactivated, with security attributing the attacks on the Congo based rebel group formerly led by Jamir Mukulu, now incarcerated in Luzira Prison on several offences including treason, murder among others.

The rebel group terrorized parts of the Western Axis in the district of Kasese, Bundibugyo, Kabarole, between 1995s to early 2000’s claiming more than 3,000 lives and scores left displaced.

The recent UPDF attack was a preemptive reaction, following intelligence reports indicating that the terrorist group was planning deadly attacks on Uganda in a few days.

The UN Peacekeepers in the Congo, who have also been attacked by the same group reported that the rebels had developed strategic points from where to launch the attacks on the Kampala regime.

UPDF spokesperson, Brig Flavia Byekwaso confirmed the attacks this afternoon.

“We have attacked ADF bases in Democratic Republic of Congo (DRC) this afternoon. After shared intelligence between Uganda and the DRC, we confirmed that the ADF terrorists were planning to conduct hostile activities against Uganda,” she said.

Contrary to the reports on social media, Brig Byekwaso clarified that the Ugandan army didn’t enter the territory of DRC, but rather they used long range artillery and planes to attack the ADF positions.

Earlier, there were numerous reports indicating heavy deployment by the UPDF along the DRC border following attacks on the UN Peace contingent by the rebel group in Eastern DRC.

The Army has also confirmed that its presence into the DRC territory was authenticated by the Kinshasa regime after Chief of Defense Forces, Gen Wilson Mbadi exchanged pleasantries with his DRC Counterpart Celestin Mbala.

In August 1998, Ugandan Army was allowed into the same territory to flash out the same group but the venture turned out into a plundering expedition.

DRC resources were plundered by the Uganda army officials, attracting the International Court of Justice to charge the Ugandan government for causing immense violation of sovereignty, illegal use of force among other charges.

Huawei donates PPEs to Nwoya district

NWOYA – Telecommunication company, Huawei have donated assorted Personal Protective Equipments (PPEs) to Nwoya district as it struggles to overcome the fight against the contagious Covid19.

Some of the items donated include; 600 litres of hand sanitizers, 600 litres of liquid soap, 50 boxes of surgical face masks, 50 boxes of disposable gloves, 300 pieces of face shields and 30 temperature guns.

Currently, the prevalence rate of Covid-19 in the district is at 80% with Anaka and Alero trading centers listed as the most contagious and affected areas.

Speaking during the handover of the assorted PPEs at the district headquarters over the weekend, Judith Acan Peace, the Nwoya district Woman MP who lobbied for the items and Richard Todwong, the National Resistance Movement (NRM) Secretary General said, she has observed that, most times , it’s the Community Health Workers especially Village Health Teams (VHTs) and Local Councilors (LCs) who don’t have the required PPEs for their protection.

Acan blamed the surging numbers of positive cases on truck drivers, reluctance by the community members to adhere to the stipulated Covid-19 Standard Operating Procedures (SOPs), and the fact that many people whose relatives are diagnosed with the disease tend to go and hide in the villages which has also led to the surge in positive cases in the district.

Richard Todwong said the donations were timely especially at the time when the President identified it as one of the 9 districts that has registered an increase in Covid-19 cases.

Todwong also tasked the district and local leaders to sensitize the public on the dangers of Covid-19 but also rally them to get vaccinated against the contagion.

According to Todwong, the increasing cases of infections are due to the exposure of the community members to travelers destined for either DRC or South Sudan.

Todwong also noted that the district has numerous commercial farmers who often transport workers from the various parts of the country and could either be positive or exposed to the virus, a factor which has led to the surge in positive Covid-19 cases.

“You know, Nwoya district is home to several large commercial farms which recruit people from very many parts of the country and the world generally and their exposure to Covid-19 could be among the major drivers to the increase in the positive cases.”

“Truck drivers who are destined for the Democratic Republic of Congo (DRC) and South Sudan are very reckless with their lifestyles. They at most times interacting with the community members especially those in the major trading centres along the Karuma- Pakwach highway, another factor that is seemingly leading to the surge in positive cases, “Todwong noted.

Janet Oola, the Nwoya District Health Officer (DHO) says that, they were already struggling to reach out to the community due to limited PPEs, especially for the health workers.

Oola further says that, the priority will now be the community-based health assistants, the VHTs and Local Council Chairpersons because they interact the most with the community members.

“We were already struggling to access the people in the community because of lack of the PPEs for the health workers and the VHTs. At some point early this year, they complained thinking they were being neglected but it’s because we didn’t have the PPEs. Now that we have received these PPEs, we will first prioritize the VHTs, LCs and also our frontline workers,” said Oola.

Last week, Nwoya district had 55 cases under home based care with 5 deaths since the contagion was confirmed in the country in March last year.

Lira district offers UIA 300 acres of land to build an industrial park

LIRA – Lira District Local Government has offered 300 acres of land that was formerly Aler farm, in Ngetta sub-county, to Uganda Investment Authority (UIA) to build an industrial park.

The Lira district LC5 Chairperson, Richard Cox Okello Orik handed over the land to the State Minister for Investment, Everlyn Anite after convincing the farming community of the opportunities coming with the investment.

Since 2011, there has been an ongoing dispute between the district and the farming community over the ownership of a 1,500 acres piece of land.

About 332 residents challenged the district in court over the land located 10km along Lira-Kitgum road. The land covers 10 villages in Ngetta, Ogur and Alito in Kole district.

The villages according to the community include; Te-Arie, Oribcing, Opimo, Te-Dam, Okii, Aler, Perac, Atira, Acan-Akwo and Akwara.

The handover was witnessed by Lango Parliamentary Group, the City Mayor and the Business Community.

The Minister of Health, Dr Jane Aceng who is also Lira City woman MP were among dignitaries in attendance.

“The previous councils resolved to offer 300 acres to UIA and my role as the new Chairperson is to hand it over,” Okello says.

“We shall offer more 200 to make 500 depending on how they start utilizing the one we have donated,” Okello adds.

Anite is currently traversing the country to secure land to set up 25 industrial parks with a target of creating jobs, identifying accessible land for investment, and introducing new research technologies besides skills development to boost Uganda`s export and increased revenue base.

James Obong, a resident said, they realized the land belongs to the Lira District Local Government and they found no merit to continue with the court process.

“We are happy that the UIA is coming and it will be a good opportunity for us,” he said.

Minister Anite pledged government’s support for the establishment of an industrial park which in turn will provide employment opportunities to people in the Lango sub-region and Uganda at large.

“We have not come to take away your land. Your land will remain here but we shall use it to improve your well-being,” she said.

Minister Dr Aceng pledged to construct a health center in the area as a reward to the community for allowing the investment.

Meanwhile, Dokolo district has added more 300 acres of land on the 200 they offered to UIA last month.

According to the district LC5, James Otto, they added more because they are looking at tangible investment and job creation.

Nebbi community offers 500 acres of land to UIA for the construction of an Industrial park

Nebbi – More than 500 acres of lands located along Pakwach-Nebbi road has been offered to Uganda Investment Authority (UIA) by the community of Omvuro Village, in Mbaro East in Nyaravur-Angal Town Council, Nebbi district in support of the construction of an industrial park.

The communities are optimistic that in the future, the land given will be one of the legacies that the community members have shown commitment towards bringing development to the younger generation to fight poverty.

The land given by the community members is free from wetlands and geographically located along the business hub with both water and electricity which will spur development and provide employment to youths.

According to Caesar Ocakere, a community member who offered the land, for many years, their children failed to complete education, but if such an opportunity comes in their hands, their children will benefit through local employment.

The woman Member of Parliament for Nebbi district, Agnes Acibu urged parents to spend much money on skilling the youths in order to tap any development that will come as a result of the industrial park in the district.

She added that, the President says, the youths’ futures must be secured through job creation and that’s why the industrial park is being constructed in Nebbi to create more jobs among the youths.

“Our youths are at a certain level of education but they are un-employed meaning that if such opportunity for an industrial park comes, they will definitely get jobs to sustain their livelihoods,” Acibu said.

The State Minister for Finance, Planning and Economics Development, Hon Everlyn Anite says, due to the influx of Congolese, there is big business potential if the industrial park is fully constructed.

She added that the responsible ministry will not bring poverty to the community but bring in development by employing youths in the factories as one of economic drivers to alleviate poverty.

The Resident District Commissioner (RDC) of Nebbi, Abak Robert said, there will be no need to outsource employees outside the district if the youths are trained to manage the machines locally.

He adds that the industrial park will therefore boost commercialization of cassava production since there is going to be value addition because cassava has its ready market and is a raw material for brewing alcohol.

ICYD project to partner with TASO in Soroti District

SOROTI – The Integrated Child and Youth Development (ICYD) project, will partner with The Aids Support Organization (TASO) in Soroti.

The partnership is meant to support Orphans and Vulnerable Children (OVC) in 10 sub-counties of Soroti District Local Government (SDLG).

The partnership is to enhance the work of TASO in the region with HIV/AIDS infected children and their families to access better health care services.

TASO Regional Office, Soroti welcomed the partnership as supplementary efforts in ending HIV/AIDS epidemic and added effort to support the Orphans and Vulnerable Children (OVC) program in the region.

The transition took place during a meeting at the District Lukiiko Council Hall, where TASO handed over only the OVC related components of their activities to ICYD.

Gilbert Obore, the Technical Advisor Community Systems Strengthening TASO stated that, some of the target beneficiaries that the ICYD project will target include; Children living with HIV/AIDS; HIV Exposed Infants, Children of female sex workers and children of non-suppressed Viral Load care takers.

Obore emphasized that ICYD was coming in to boost efforts in regards to OVC programming as part of the U.S Presidents Emergency Plan- for AIDS Relief (PEPFAR) guidance to transition OVC programming from Center for Disease Control (CDC) USAID; while TASO will remain offering comprehensive HIV/AIDS prevention, care and treatment services through health systems strengthening approach in the region.

Meanwhile, Hussein Rehema, the Monitoring and Evaluation Coordinator for – ICYD thanked the district leadership for ensuring that the community was happy with the services offered by TASO in accelerating epidemic control in Soroti region.

Hussein says, ICYD – OVC is a five-year PEPFAR/USIAD grant which delivers basic education to Orphans and Vulnerable Children (OVCs) and youths by strengthening young people’s ability to critically engage with their environment to address the health and safety needs and make it more likely to reach their potential.

Currently ICYD operates through local partnership to deliver comprehensive OVC programming in 29 districts of Uganda and in year two, ICYD programming will expand to 44 districts.

The activities have three main objectives including; Ensuring that children and youths have improved learning outcomes, children and youths are protected (safety), health in homes, communities and, the youth practice positive behaviors and make informed decisions about their life and relationships.

Abraham Ekwaru, the Soroti district Communications Officer commended TASO saying, they have been doing good work with OVCs and they are the best in HIV programming.

“God should reward TASO team abundantly, because your work is based on tangible evidence, and we don’t take that lightly as the government,” he said.

Ekwaru says, with the coming of ICYD, they are welcoming them with two hands and are ready to give any support that they may require to enable them carry out their work in Soroti despite the challenge of fitting into what TASO has done in Uganda.

UPDF marines, MAAIF launch a joint operation against illegal fishing gears

PAKWACH – A joint operation against illegal fishing gears on Lake Albert have been launched at Dei landing sites in Panyimur sub-county, Pakwach district by Uganda Peoples Defense Force (UPDF) marines and Ministry of Agriculture and Animal Husbandry (MAAIF) as a solution to the threat on the fish industry.

The ongoing operations against illegal fishing gears on Lake Edward and Lake Albert are being sponsored by Lake Edward, Lake Albert Fisheries (LEAF) project under Lake Victoria Water Basin as one of the modalities to conserve the depleted fish families in Lakes which have endangered the lives of fish in the water.

At the launch of the operation, more than 81 undersized boats that didn’t meet the standard of 8 meters, a tone of under sized monofilaments fishing nets and undersized fish were all burnt to set examples to others.

According to Col. Dick Kaija, the Commanding Officer, UPDF marines, the operation is as a result of the bilateral proxy between Democratic Republic of Congo (DRC) and Uganda that will last for a period of 3 weeks.

The two governments of DRC and Uganda agreed that, Lake Albert and Lake Edward are two shared lakes by the two countries and in order to realize the objectives of enforcements, the two countries must work together since fish don’t know international boundaries.

Kaija adds that to ensure the conservation of fish species which are depleted due to illegal fishing gears on shared Lakes are sustained and harmonized; policies on fishing silverfish and using gears that are prohibited among the two countries must be addressed.

He also noted that, the ongoing operations on Lake Albert are not only aimed at ending illegal fishing gears but, also to harmonize the prolonged security threats that had been caused by Congolese militias on Lake Albert which resulted into the arrest and killing of Ugandan fishermen while fishing on Congo sides.

“The two countries have cemented a mode of communication channels which will address all the challenges facing fishing communities while conducting fishing activities for a sustainable international relationship on the Lake,” Kaija said.

However, one of the fishermen Ali Muhammad Justine developed fears that, the operation on Lake Albert will greatly affect their livelihoods since the rising water level from the Lake and Covid19 have impacted on their livelihoods negatively.

He says fishermen are lay men who don’t know where the nets are manufactured but they end up being losers when it comes to such operations against illegal fishing gears and if possible, the government should be hunting for the manufacturers of illegal fishing nets.

“Now we are the losers and the poorest but the government ordered all the illegal fishing gears to be burnt, where shall we get financial support to boost our livelihoods?”

The Principal Fisheries Inspector (MAAIF) Paul Okware says, Uganda and Congo agreed on joint operations against illegal fishing gears on shared Lake Albert on 3rd of August 2021 in Mahagi territory so, the operations either on DRC or Uganda sides are legal.

“What is causing the depletion of fish in Uganda’s Lakes is also in RDC, so the two countries have agreed to protect their natural resources jointly to regain its natural resources,” Okware said.

He adds that if the Congolese are arrested on Ugandan sides on the Lake while fishing during periods after the operations, they will be handed back to their government in order to maintain the agreed cordial relationship on the lake between the two countries.
