Lango sub-region MPs demand reconstruction of roads network

LANGO – Lango Parliamentary Group (LPG) has demanded the reconstruction of the road networks in the sub-region to ease transportation of produce, communication and service delivery.

They tasked the government to construct and reconstruct 520km of tarmac roads during the National Development Plan III (2021-2026).

The roads include; Lira-Aboke-Kamdini, Rwenkunye-Apac-Lira-Acholibur, Dokolo-Ochero-Namasale and Lira-Aloi-Abim-Kotido.

The group headed by MP Judith Alyek of Kole district, tabled the demand to the Minister of Works and Transport, Gen Edward Katumba Wamala after a tour of the road networks in the sub-region.

The Executive Director of Uganda National Road Authority, Allan Kagina, technical team, MPs and LC5 Chairpersons assessed the status of the roads in the sub-region and raised concerns saying in Lango only 15% of roads were tarmacked.

“A low-cost sealing tarmac should be considered for the road leading to Baralegi State Lodge as future upgrading plans are made,” said MP Alyek.

President Museveni built a State Lodge at Baralegi village in Okwang sub-county, Otuke district during the Lord’s Resistance Army insurgency. The President pitched camp in the area to fight the rebels and cattle rustlers.

MP Alyek said the sub-region has a total national road network of 1037.4km and out of this only 152.5km are tarmacked leaving others in a bad state.

The nine districts include; Alebtong, Oyam, Amolatar, Dokolo, Kwania, Apac, Kole, Lira and Otuke.

“The 152.5kms are only present in four districts (Lira 58.8, Oyam 36.7, Dokolo 36.4 and Lira City 25.6) out of nine including one city,” she said.

The MPs said over the last 10 years between 2011-2021, the government constructed a total of 2,131.2km of tarmac roads across the country but none of these were in the Lango sub-region.

They added that since the establishment of UNRA in 2006, no road has been constructed in the sub-region.

The local leaders and the MPs were also concerned about stalled construction of Rwenkune-Apac-Lira-Acholibur road saying it has taken eight months without any proper work going on.

The tarmacking of a 191km road worth Shs750b was flagged off by President Museveni late last year and shortly the work stalled due to lack of design.

Amuru district suspends road rehabilitations over heavy rains

AMURU – Amuru district local government has suspended road rehabilitations following continuous heavy rainfall being experienced in the district.

At the time of the suspension, the district was grading Oberabic to Gira gira via Otici and Guru guru and Amuru Town Council to Okungedi via Mutema road. Plans were also underway to grade the road from Pabo Town Council to Odura in Pogo sub-county via Olinga in Pabbo sub-county.

Michael Lakony, the LCV Chairperson, Amuru district says, they had reported cases of graders getting stuck on some parts of the road while grading.

Lakony says they also observed that immediately after grading the roads, heavy rains would come and worsen the condition of the roads rendering them impassable.

According to Lakony, resumption of the road grading will be by the end of November this year when the heavy rains have subsided.

Nixion Candano, a resident of Otici trading center says, the bad road condition has made it almost impossible for them to travel to either Oberabic or Guru guru trading center to access the local markets.

He says that mobile merchandise dealers who normally use their vehicles have also abandoned business due to the poor road conditions.

“The mobile merchandise dealers who used to bring us goods using their vehicles have abandoned coming here because the road is too bad. We are struggling to buy essential stuff like salt, soap and even sugar among others,” Candano notes.

Stephen Ojok, a resident of Guru guru trading center says, accessing Olwal Health Center III has become a challenge with most boda-boda cyclists hiking their transport fares by almost double.

He is appealing to the district authorities to consider spot filling the bad spots so that the road is at least accessible.

“If the district could help us do some spot filling on the very bad spots, it would be fine, because now even the boda-boda riders are hiking their transport fares to double and with the current financial conditions, it’s very difficult. We might end up losing the sick people because they can’t be taken to the health center,” Ojok appealed.

Recently, the road linking the community of Lungulu sub-county in Nwoya to Amuru district was cut off due to the terrible condition of the roads.

Amuru district has a total of 401 kilometers of roads with 354 kilometers in sorry state leaving only 74 Kilometers in a fairly good condition.

Gulu constructs new road to link farmers to South Sudan market

GULU – Gulu district is constructing a 17 km road to link farmers in Awach sub-county to a bigger market in the neighboring South Sudan.

The road worth Shs 165 million is expected to be completed in the next two months.

It will stretch from Awach-Patiko via an already existing road in Owoo sub-county to Pabbo sub county to join the Gulu-Juba highway.

Opiyo Christopher Ateke, the Gulu district Chairperson said, the district is partnering with Rhino Star Construction Company Limited to construct the road.

Opiyo said that, “Farmers have been complaining that they are spending too much money on transport to access the market in South Sudan. When the road is complete, farmers will no longer have to go through Gulu City to access South Sudan.”

“Farmers will just cross to Patiko through Pawel Angany to Pabbo then to South Sudan instead of going through Gulu City which is expensive,” he said.

Through the new road, farmers will also easily access Elegu border market which attracts traders from various neighboring countries like Kenya, Rwanda, Tanzania and Ethiopia among others.

Elegu, located approximately 105 kilometers north of Gulu City is an international border between Uganda and South Sudan.

Gulu district administrative headquarters was in July 2020 relocated to Awach sub-county after Gulu Municipal Council was elevated to a city.

Public transport from Awach to Gulu City costs Shs 15,000 on a boda-boda and about Shs 10,000 in a taxi while Gulu City to Elegu border town is Shs 20,000.

Acen Agnes, a farmer in Awach sub-county says she has been afraid to venture into selling her goods at Elegu border town because of the transport costs.

“I always rely on buyers who come to our village with trucks to buy produce from farmers because I don’t want to incur more costs on transport but when this new road is completed, I will transport my goods to Elegu and also earn more money for my produce,” she said.

Acen majorly grows beans, maize and soya beans to pay school fees for her five children.

Acen is a member of Awach Improved Housing Co-operative Union.The group is currently using their proceeds from agriculture to build better housing for members.

Parish chiefs to lead in setting agenda for community development planning

Government Chief Whip and Ruhinda Constituency Member of Parliament, Hon. Thomas Tayebwa has said, Parish Chiefs will take the lead role in designing the community development agenda under the Parish Development Model (PDM).

Previously, money would come to the district and be channelled to the sub-counties where officials would make decisions about projects in remote parishes; this is different with the parish model.

Tayebwa said, the central government expects that by giving power to local policy makers, it will shape rural economy by focusing on their competitive advantages. He said people will be making decisions themselves.

“People should know that the government has stopped giving free things. Like the Emyooga fund, where you borrow and pay back, people who will borrow money under PDM have to pay back to the community,” Tayebwa said.

Tayebwa added that just like the Emyooga fund, PDM fund is also a revolving fund that will help communities improve their household income and eradicate poverty.

Recently, about 30 legislators visited one of the model farms in Rwengaju sub-county Kabarole district belonging to Richard Nyakana, who has utilized one acre by putting up different enterprises, to learn from his success.

Tayebwa said, since this money will be controlled and revolving within the community, it should be given to people who are prepared with the already setup projects.

He said under this model, each parish will be given a minimum of Shs 100m starting the next financial year for five years.

“People have been complaining that we sit in Kampala and plan for them but this time you will be involved in planning. Our work now is giving you money and you plan for it,” he said.

He appealed to fellow members of parliament not to get involved in the implementation of PDM but rather do the supervision part and their involvement will be at the district level since they are ex-officials in their respective district councils.

The Member of Parliament representing Kashari North, Hon. Bazil Bataringaya said, for the PDM to be effective, in each parish there should be a model farmer/demonstration farm where others can copy from.

“As Members of Parliament, we have come from Kampala to see how Nyakana has managed to utilize one-acre piece of land by putting up different enterprises but someone from my constituency Kashari or other regions cannot manage to come here,” Hon. Bataringaya noted.

He said this will make it easy for farmers to learn from their fellows and practice it at their own farms.

Hon. Bataringaya also noted that government should also look at different enterprises for different regions or parishes where they can do well.

“Just like for Emyooga, the government should at least look at different parishes specializing in different enterprises which are within their reach. For example, one parish can deal in piggery, another one in poultry, another in cattle, like that,” he said.

He however noted that for farmers to access market, the government should ensure roads are worked on for farmers to benefit from this parish model.

“One of the pillars for this model is ensuring farmers get market for their produce and to achieve this, there should be good roads. The government may not necessarily construct tarmac roads but can do good murram roads,” he said.

Bataringaya pointed out Fort Portal-Kijura road that used to reach Nyakana’s farm, which he said is in a sorry state and yet it is used by many farmers in the area.

The Fort Portal-Kijura road connects to big tea factories in the region which Bataringaya said can make it easy for farmers to access market.

This 23Km road is an inter-district road which connects Fort Portal to Kyenjojo, Hoima and Ntoroko. The president has always talked about it while campaigning in the region but has never been worked on.

Richard Nyakana a model farmer who hosted the legislators pointed out poor road network as one of the biggest challenges hindering farmers from accessing market for their produce.

“For example, Rwengaju is the president’s model sub-county but the only main road we have is not worked on and yet most of us are farmers. How can we access the market? We have four big factories in the area but trailers have failed to pass because of bad roads,” he said.

Nyakana also appealed to the government to support farmers who already have something and give them machinery not looking at those who are starting.

The 3rd National Development Plan (NDP3) has adapted the parish model as a strategy for rural social and economic transformation.

The PDM is a strategy for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.

The parish will be the epicenter of multi-sectoral community development planning, implementation, supervision, monitoring and accountability.

The LC2 Chairperson and Parish Chief shall be responsible for political stewardship in the implementation of the parish model in their respective parishes with support from the sub-county and district technical planning committee.

Fuel Theft Derails Oil Roads Construction

KIKUUBE – A steep rise in the theft of cement and hundreds of litres of fuel from Chinese road contractor; China Railway Seventh Group (CRSG) threatens to derail completion of the on-going construction of the Shs 500 billion ,97 kilometer, oil roads project in the Albertine Graben region.

In 2018, the government contracted China Railway Seventh Group (CRSG) to tarmac the 25 kilometer Hohwa-Nyairongo-Kyarushesha-Butole Road, Kabaale-Kizirabfumbi road (25kms) and the 47 kilometer Masindi-Biiso road.

Overwhelmed by the persistent fuel thefts, an CRSG official recently petitioned Kikuube Resident District Commissioner Amlan Tumusime to intervene and stop the escalating vice.

Ambrose Atwine, the company spokesperson, said CRSG is overwhelmed by the problem.

According to information from CRSG, the company loses about 4,500 litres of fuel worth over Shs 162 million to fuel thieves per month, which translates to over Shs 1.3 billion every year.

Charles Muhangi, a maize farmer and cattle keeper in Kyarushesha village in Kyangwali sub-county, said security must intervene and stop the fuel theft.

“We farmers have suffered with poor roads for a long time. It has been very difficult to transport our produce from here to the markets, so when we hear someone sabotaging the construction of these roads, we get concerned because they mean a lot to us,” he said.

RDC Amlan Tumusime said stealing road construction materials was becoming a serious challenge to government projects.

He said government officials including police officers were involved in the theft.

Tumusime said they are investigating several police officers implicated in the theft.

“Several police officers who have been singled will soon have tough measures taken against them and they have started recording statements” he said, adding that the suspected officers have been conniving with truck drivers to siphon fuel from CRSG trucks and sell it in jerrycans.

Fuel thieves connive with company truck drivers to siphon fuel from trucks. The stolen fuel is sold in Hoima, Masindi and Kampala.

Tumusime said spy networks have helped pin down the suspects.

Speaking to theCooperator last Monday, Tumusime said over 10 thugs were arrested, produced in courts of law, charged and remanded last month.

He said the district has managed to impound two vehicles used by thieves to transport the stolen fuel last month and this month.

Vehicle registration number UAD 189K Toyota Corona and Premio registration number UAS 609N were impounded in an impromptu security operation.

The culprits allegedly fled and abandoned the vehicles when security stormed. The vehicles are currently parked at Kikuube central police station.

He said over 10 jerrycans of siphoned fuel, 10 drums and a pipe used to siphon the fuel were also impounded during the operation.

“We first sensitized the community and educated them that these projects benefit them and not the Chinese. I am very happy that the community was empowered and whenever they see anybody stealing fuel, they call us and this has helped us to curb this challenge,” he said.

Masindi Demands New Modern Market

MASINDI – A heave of frustration and anger is boiling over in Masindi Municipality as vendors lash out at the delayed construction of a new modern market under the Markets and Agriculture Trade Improvement Project (MATIP).

All the riled vendors are allied to Masindi Central SACCO and Masindi Central Market Vendors Association.

David Asiimwe, the chairman of Masindi Central Vendors’ Association, said all requirements were met yet the project is not taking off.

“We have enough land measuring five acres and it’s free from encumbrances. We also want to operate in a good market. Masindi is one of the traditional districts but we are wondering why it has never benefited from this project yet other traditional districts have benefited,” he said.

Asiimwe said the market is in a sorry state.

“We operate in darkness because lights are not enough. We also have a problem of thieves who steal vendors’ items. All the gates are dilapidated, thieves easily break in and steal vendors’ properties,” Asiimwe said.

There’s only one security guard yet the market has five gates, he said.

Asiimwe said too many vendors are jostling for the small, crowded space in the market.

“This can be addressed when a modern market is built. Right now the congestion is uncontrollable. That is why we are calling upon government to expedite the process (of building a modern market). This market was not well planned, that’s why we cannot all fit in here,” he said.

According to Asiimwe, the market has over 2,000 vendors; food handlers, old clothes sellers and fish mongers.

Kenneth Bitaroho, a fish monger, said he is disappointed to see Masindi District lagging behind on development yet other districts have become cities.

“Our leaders promised that the project would commence this financial year but we are seeing the year ending without any development. They keep saying next financial year but nothing happens. If other districts have gotten modern markets, why not Masindi?” Bitaroho asked.

Lamura Kabasindi, a vendor in Masindi Central Market, said when it rains, customers avoid the market.

“Whenever it rains, the market becomes muddy and sometimes it floods. How can a customer come to such a market?” she said.

James Masaba, the chairperson of Masindi Central Market, said SACCO officials who run the market are ashamed to collect dues from vendors working in such a bad situation.

He said vendors run the risk of contracting diseases like diarrhea, dysentery and cholera due to poor hygiene and poor garbage disposal.

“We only have one stance latrine to cater for over 2,000 vendors. This latrine is not enough for the whole population. But all these challenges can be addressed when we get a modern market,” he said.

According to district elders, Masindi Central Market started with makeshift structures in the 1920s. It was later taken over by government in the 1970s.

“The first people who embraced it were the Nubians who would sell pancakes and rolled simsim,” Abiasali Kasingwa, 88, said.

On March 23 2020, the Permanent Secretary Ministry of Local Government Ben Kumamanya wrote to the Town Clerk Masindi Municipality, saying; “Masindi Central Market in Masindi municipality has been considered for re-development and as part of the prerequisite for executing the program, you are required to submit the following; a copy of the land title where the market is located, a copy of the register of vendors and a copy of the management structure.”

According to the letter, Masindi Municipal Council authorities were supposed to send the documents not later than April 17th 2020.

Kumumanya promised that the market would be constructed during the 2020/2021 financial year under the Markets and Agricultural Trade Improvement Project (MATIP).

The ministry letter raised lots of hope among vendors only to be dampened later.

Haruna Ismail Irumba, the councilor representing the Civic Ward in the municipality, blames Masindi mayor, the town clerk and the area member of parliament for not following up the matter aggressively.

“We were told that they needed a land title for the project to begin. We secured it two years back but nothing is taking off. I think the delay can be blamed on the laxity of our leaders here because everything required was done long time ago,” Irumba explained.

Interviewed for a comment, Deo Kabugo, the town clerk Masindi Municipality, told theCooperator that he went to the ministry two weeks ago.

“I was told they had advertised for a consultant to do the architectural design. All the required documents were sent. The people of Masindi should be rest assured that they will get the market since it’s already in the process,” he said.

The new mayor for Masindi Municipality Ronald Kyomuhendo Busingye said his team met the Minister of Finance Matia Kasaija who assured them the market will be rebuilt.
