Government launches study materials in Lango sub-region

LANGO – As the government prepares to reopen schools, Ministry of Education and Sports has launched home study materials in Lango region to cover both primary and secondary schools.

The home study materials will cater for primary one, four and senior five to ensure continuous learning, remedial learning and reawaken the learners.

State Minister for Sports, Denis Hamson Obua launched the distribution of the materials which will cover Kole, Alebtong, Lira, Kwania, Apac, Dokolo, Oyam and Amolatar districts.

President Yoweri Museveni closed education institutions last year as a measure to stop the spread of COVID-19 and as a result 15 million learners were sent back home. On the 1st November 2021, the government ordered the institution to resume studies.

Obua said, as they fully plan to re-open schools, stakeholders who include teachers, parents and pupils should prepare so that the exercise doesn’t take them by surprise.

Obua expressed concern over teenage pregnancy in the country saying children are not safe in the hands of their parents except in school.

He said children have become unsafe which means parents have abandoned their responsibility to guide their children.

“If children are not safe because schools were closed as a result of Covid-19, where else do you think they will be safe,” Obua asked.

According to the police and local leadership in Alebtong, 2,190 cases of teenage pregnancies were recorded in the district within the period of January to July, over 2500 in Kwania, 1,800 in Apac, 2,074 in Amolatar and more than 2,000 in Otuke.

“If nothing is done to save the situation, it will be worse in the next few months,” said Alebtong LC5 Chairperson, David Kennedy Odongo who is also the Chairperson of Lango LCV Chairpersons.

He also advised the government to fix the roofs of four primary schools in the district whose roofs were blown off.

“Alebtong district is more than ready to teach effectively if the situation allows next year,” he says.

He identified the schools whose roofs were blown off as Baropiro, Omarari, Amononeno and Amugu quran.

He said the district is setting up village education committees, parishes and sub-counties to mobilize the community to embrace education.

On secondary education, Odongo said if the government is to improve on sciences, they should build laboratories in all the schools in the sub-region and equip them.

“Unless we have functional laboratories in our schools, science will still be history,” he said.

Nebbi Lions Club donates relief food items worth millions of shillings to vulnerable elders

NEBBI – More than 20 vulnerable elderly persons residing in Nebbi Town that were selected by the community members have benefited from relief food items worth Shs.2m from the Lions Club, Nebbi Charter.

The items that were donated to vulnerable elderly persons are part of the commemoration of the world food day celebration and the items donated include; beans, posho, sugar, soaps and rice for their upkeep since most of the vulnerable elders are taking care of their grandchildren.

According to the President Lions Club Nebbi, Mr. Emilio Odongo, the Nebbi Lions Club is an international organization operating in more than 150 countries across the world with its mandate to offer humanitarian support to the vulnerable members of the communities whose livelihoods are at stake.

He adds that Nebbi Lions Club was formed in 2020 with its core mandate in providing humanitarian support to disadvantageous community members of the societies by creating awareness on health-related issues and organizing health camps to benefit the community members with prolonged illness due to financial status.

“We are commemorating visual world food day celebrations and we thought it wise to feed the vulnerable members of our community whose livelihoods are at stake due to their poor financial conditions based on their old age status,” Odongo said.

One of the beneficiaries Ms. Sephora Mono a resident of Opano says, elders are marginalized due their poor financial status and the helping hands are limited.

She added that with the current situation of Covid-19 pandemic, elderly persons are looking after orphans but have nothing to cook for the orphans. This has made most of the children to abandon their families for the streets as thieves to fend for themselves.

“I give my humble appreciation to the Lions Club that gave me food to eat because I was not sure of what to eat because we slept hungry for two days,” Mono said.

Another beneficiary Ms. Tereza Angeyango says, after the death of her husband 10 years ago, she was abandoned by her own children and even the government programs which came in terms of relief food were missing her.

Angeyango therefore, urged the young and energetic men who have not yet reached old age status to plan for their futures to avoid being rejected by their own children or to become daily beggars for survival on streets.

However, the area Member of Parliament for Nebbi Municipality, Mr. Hashim Suleiman, appealed to the government to consider the pleas of elderly persons who are currently keeping victims of teenage pregnancies in these periods of lockdown with relief foods since they have nothing to feed on at home.

A Shs.5bn project to promote cage fish farming launched in Kabarole

KABAROLE – The government through the National Agricultural Advisory Services (NAADS) has launched a Shs 5bn project to promote cage fish farming on the crater lakes in Kabarole district.

The project is being implemented under the presidential initiative on Agro Industrialization for Local Economic Development (AGRILED) in the Rwenzori region that is aimed at transforming the local government system to facilitate effective business oriented local development with a focus on poverty reduction and sustainable wealth creation.

Kabarole district is gifted with 49 crater lakes which are mainly used as tourist sites with few fishing activities.

According to the Kabarole district NAADS Coordinator, Grace Kazigati, the project will be implemented in a phased manner starting with the four sub-counties of Ruteete, Kichwamba Kasenda and Kasenda Town Council.

“Under this project, farmers will be trained in fish farming, provided with fish fingerlings for stocking and also given 30 fish cages with each installed and stocked with 3,500 fingerings,” Kazigati said.

Kazigati said cage fish farming is intended to enable communities near the crater lakes to engage in fish farming with an aim of boosting their household incomes.

“These crater lakes were selected after a feasibility study on the nature of the waters and their history of supporting fish life. Only 22 crater lakes have been tested and cleared for cage fish farming,” she said.

She said a total of seven crater lakes have been identified to kick start the project; two from Ruteete, four from Kasenda and one from Kichwamba.

Ms Kazigati said, they have already started training fish farmers near the crater lakes in areas of mindset change, development of business plans and the cost benefit analysis for fish farming and the role of farmer organizations in maximizing profits in cage fish farming.

She said that they have also trained the extension staff in charge of each of the four pilot sub-counties to enable them follow up and further guide the farmers on how to maximize their profits.

She said for the start, they have trained 150 in the first phase.

The Fisheries Officer Kabarole, Baguma Brian cautioned the farmers to take the project seriously citing good feeding for the fish as a must if they are to benefit from the government support.

The Vice Chairperson Kabarole district, Stella Kyorampe said the project will not only help the district to tap the fast-growing market opportunities and increasing demand of fish at local, regional, and international markets, but will also create employment opportunities for locals within the area.

The Kabarole District Production Officer, Dr. Salvatore Abigaba, has implored the fish farming communities to secure the cages if they are to benefit from the project.

He is optimistic that the project will help communities boost their incomes since there is a ready market for fish in the country and the world at large.

Noah Atalyeba, the head of Rwaihamba parish fish farmers, said that they are happy that the government has offered them an opportunity to benefit from the program.

He noted that they initially had poor quality fish species, which are very small in size that will be replaced by the new fish species from the government that can fetch a better price.

Michael Mwesige, a resident of Rwaihamba parish in Ruteete sub-county, said that the new project will not only boost their income levels, but it will also provide job opportunities to the youth.

He however, said that the cages are few compared to the number of registered associations in the sub-counties and wants the government to send more.

According to the National Development Program (NDP III), the government plans to increase fish production by 2030 with the fisheries sub-sector expected to produce up to 1,000,000 metric tons mostly through revamped aquaculture and restocking of small lakes.

Youth parliament urges government on Covid-19 teenage pregnancies

KAMPALA – The Youth Parliament sitting in Kampala has passed three critical motions urging the government on matters of youths in regards to Covid-19 effects, livelihood and social-economic empowerment.

The House that sat Friday in the Chambers of the August House urged the government to prioritize the issues that have grossly affected the youths during the Covid-19 pandemic including teenage pregnancies, girl-child education and social entrepreneurship for the young people.

The motion was moved by Ruth Namutebi, who noted that there are lots of reports indicating high teenage pregnancies due to the closure of schools and other social amenities like churches, and recreation centers, due to Covid-19.

“When we talk about Sexual Reproductive Health and Health Rights, it is important to note that 25% of girls become pregnant by age 19,” she noted.

Namutebi added that defilement and rape cases have tremendously increased with manipulation, cross generational sex, and commercial sex as girls look for money to buy sanitary towels and other needs.

Multiple reports by Civil Society Organizations (CSO) have indicated glaring figures of teenage pregnancies, sex abuse and domestic violence due to the Covid-19 lock down, with Busoga leading the charge in the country.

The Youth Parliament also called on the government to facilitate the formation of safe spaces where girls can access health services, but also freely talk about issues of rape, incest and others that are regarded obscene in the communities they live in.

Another representative, Allan Webare, expressed concern why the men who abuse the girls are let scot free.

“Why do we all focus on the girl and ignore the culprits? The government needs to put up stringent laws so that the men taking advantage of these girls are brought to book,” he demanded.

He also added that the authorities also need to work on the girls’ mind-set that have been corrupted by the social environment in the communities they live in. Many have conceded to the talk that they cannot return to school, especially that they are consumed into parenting challenges and health complications like fistula.

“The government should work out ways to address this with many girls suffering from depression and mental health break-down,” he added.

Other motions discussed included girl-child education and social entrepreneurship that all young people desire in times of not going to school.

The House urged the government to establish post-Covid19 recovery measures that will ensure economic transformation for the young people with elements like decent jobs, livelihood and employment opportunities that can all address the growing social-economic disparity between the age groups in the communities.

The House was chaired by Ezra Ambasize, as Speaker and Deputized by Halima Assina.

OWC to focus on technical and political leaders and not NAADS officers in their project implementation

SOROTI – Leaders of Operation Wealth Creation (OWC) have decided to change strategy by moving away from engaging National Agricultural Advisory Services (NAADS) officers to engaging technical and political leaders in their project implementation.

Speaking during a consultative meeting, Princess Kabakumba Labwooli Masiko, the Director (OWC) said, they are moving away from the first phase strategy where they directly engaged with NAADS officers to involving the political leaders and the local government stakeholders.

During their interaction, she said so far, the role of the OWC has been visible except with some of the issues that have not been handled well but promised that it will be tackled in the near future.

Operation Wealth Creation was launched by the President in July 2013 as a away to facilitate national socio- economic transformation; while focusing on raising household incomes and transforming subsistence farmers into commercial farmers.

Recently, farmers received agricultural inputs like maize, beans and more amidst fighting poverty in the region.

According to Dr Fred Muhumuza, the Chairperson of the committee that is revisiting the structure and strategies, OWC has adopted new mechanisms compared to what happened in the first phase.

He said OWC focused mostly on inputs but they had to rethink of new strategies and the nature of engagement with the government agencies.

He added that according to the standing orders assigned by the President, a number of stakeholders were identified to work closely with OWC including the local government technical team.

” The specified teams include the Chief Administrative Officers (CAO), Resident District Officers (RDC), district Chairperson and the District Internal Security Officer (DISO),” he told theCooperator.

He however, cited that there was too much focus on inputs and yet when local governments met, a number of issues were raised which actually fail the success of the inputs.

The Soroti district Chief Administrative Officer (CAO), Mr Luke Lokuda applauded the government for giving them support because they have collectively been addressing poverty concerns.

He said through their support, most farmers are running out of poverty since they generate income to sustain their livelihoods.

The Production Officer, Soroti district, William Enyaku, said some of the sectors have not been visible to the farmers especially in Teso.

In the Production department, there are four sectors which include; crop, livestock, entomology and fisheries.

Enyaku complained that the fisheries sector has not been handled well because a number of farmers doing fishing are few.

He said that the potential is not there because it has not been exploited and the water bodies may not be visible enough to promote the enterprise.

He added that the initial investment costs are relatively higher than any other enterprise.

“Only excavating the pond requires a standard of 20-30 meters with a total area of about 600 square miles which cost millions,”Enyaku said.

He appealed to the government that while promoting these programs, they should have avenues that will help equip farmers at the management level, if not it will be shuttered and may not produce good results.
